Recently the FIE and US Fencing have accepted a rule that concerns the placement of Saber fencers at the beginning of fencing (on guard). There was a test period for a the new rule internationally and it was changed, according to correct process. US Fencing, in an immediate need to allow fencers to train and compete with this change wrote a press release:
to announce the rule change domestically. The announcement and practice of the rule has not caused major concern at national events, but the rule and clarification was not adopted by the board, and has caused issues with clarification at the regional level. This presents concern for multiple reasons, and the board of US Fencing should clarify, ratify and adopt the new rule according to the process that has been defined for domestic competitions. If US Fencing wishes to have more flexibility to allow for cases like this in the future, it is recommended that the process be updated to reflect the need to make a change in the rules. This should take place to allow domestic competitions to be uniform in their practice of fencing under the adopted rules.
